Zog Posted October 2, 2013 Report Share Posted October 2, 2013 I recon the best solution would be to have a purge on those responsible and, rather than make the pay the fixed penalty for littering, make the get gown on their hands and knees and scrape the street clean. Duration of punishment - the equivelent time that the fixed penalty buys at the basic minimum wage.Just as an aside, Singapore soved their gum problem by banning the sale of chewing gum.
