I don't remember anyone ever having printed hessian potato bags, its unlikely anyone ever did, but certainly not impossible. The only local firms I can remember having printed hessian were some of the fish factories for fishmeal, most of which was exported and identification/advertising was more necessary,

Anyone using hessian for potatoes tended to go with pre-used ones, so they already had someone else's details printed on them, or if they were going on a one way trip, most used empty NEF feeding bags. Buying new bags to use is a quite recent thing, it only really caught on in the 80's, by which time hessian was well on the way out. Even then most opted for the cheaper plain ones, or generic "Selected Scottish Potatoes" printed ones. Rather than personalised printing, mainly due to the low volumes used would have made for very expensive bags to have had a special print run done.
