Dunno if they are safer than sending up 8 ozs of gun powder in a 1lb rocket not knowing who it may land back on to. They may be nice when shining over empty rural areas (if not getting mixed up with emergency flares) but they were responsible for damages worth some hundred millions of € over here in more densly populated areas within the last decade ...
