If you did manage to build your own Air Rifle or Air Pistol then you would have to check it's power level, adjust it to be within the legal 12 ft/lbs limit and probably have it checked by a registered firearm's dealer and possibly even the Police.  That's a bit of a grey area I'd say, never mind the fact that while not impossible, building your own Air Rifle from scratch would be an absolute nightmare for anyone without the knowhow or the many thousands of pounds worth of machinery that you'd need to machine all the metal parts.

Some people HAVE done it, a fella in Sweden made a one-off single stroke pneumatic gun and now he's selling them worldwide for around £700+

If the Swedish guy lived in Scotland the SNP would most likely send him to jail such is the hysteria whipped up right now by the SNP.Despite the fact that the number of offences involving Scotland 5000,000 air guns are tiny[171 reported offences last year the lowest on record]

Kenny Macaskill has said he wants the number of guns held in Scotland to be reduced to the very minimum possible .He has also said that in relation to airguns that quote [the sight of air guns in residential areas is no longer acceptable]  what he meant by that statement is unclear as it is already an offence to carry an uncovered air gun in a public place .Yet he and the SNP now want police officers to be routinely armed as they go about their duties despite gun crime now being at a all time low. However it seems he is not getting it all his own way as the full implications of this begin to sink in.http://www.telegraph.co.uk/news/uknews/scottish-independence/11035383/Scotlands-controversial-armed-police-policy-to-be-reviewed.html

The latest SNP statement on air gun licencing puts the cost of certifying and/or destroying [their preferred option i suspect] Scotlands 500,000 currently legally held air guns [that number is a complete guess nobody knows the real number] at wait for it... £2.5 million over 5 years .Thats works out at the princely sum of £4.50 to deal which each gun. What planet are they living on.The forms and postage for dealing with each gun will be more than that alone. Not to mention the countless police man hours involved.

I would strongly suspect that they have spent more than £2.5 million already with all these consultations ,legal advice, meetings etc etc.Another point they seem to ignore is the fact that currently the police in Scotland deal with around 12,000 new FAC and SGC applications and renewals each year.If say 100,000 people apply for a AWC then the police will overnight see their workload multiply 10 times and this will happen every 5 years as the certificates needs to be renewed .I still don't understand why the SNP want to set up a vast bureaucracy and waste millions of pounds on a none problem .They seem to have an unshakable believe that all these new laws will reduce air gun offences it will not it will increase offences involving air guns as more laws mean more people will fall foul of them..If they really want air gun offences reduced all they have to do is nothing as the number of offences involving air guns have tumbled in the last decade down to a record low of  171 offences last year .With at least 500,000 air guns in circulation this number as near zero as you are going to get and is statisticaly insignificant .Compare 171 against the 300,000 offences involving motor vehicles and you get the idea.No this is all about the SNP trying to get votes in the central belt.      .
