It wasn't in reference to the EU, and it wasn't made during a parliamentary speech. Invoking "the spirit of Churchill" through selective quoting is standard political rhetoric, but Churchill was on the pro-European side of the conservative party and a leading proponent of European free trade. What he would make of the Brexit debacle can only ever be speculation.
