If the party who bought a one million pound yacht was an entity which was registered for VAT they would be perfectly entitled to "claim back" the VAT on their purchase and by doing so would have done nothing wrong. Yes JAS we do have our fair share of reprobates so why import more of them from overseas. If I were to break the law in another country I would expect the authorities of that country to deport me after serving whatever sentence they saw fit to impose on me.
