The forum board is set to GMT - though some people (those that registered early on) need to go into their profiles and choose GMT too before their posts will display the correct time. It wont change current users settings*, but for any new users it will make it automatically got to GMT when they signup. * doing a bulk change to GMT would be possible with a simple sql command too.
