In many countries in the middle east, blood money is paid out if you injure or kill a local. The unoficial advice from every company I worked with was if you ran over a local, you reversed back over them to make sure they were dead. The thinking behind this was if they were injured they would malinger in hospital for as long as possible to increase the payout due to them meanwhile you would remain in jail till they were cured, if they were dead a fixed payment depending on age, sex, number of wives, kids etc was paid then off home on the next plane. This system also encouraged parents to throw their handicapped kids in front of oil company trucks for the blood money. And we all know there are folk in this country that would not be above behaving the same way.
