The black hole at the centre of the galaxy has a mass of a few million suns, therefore it has the gravity of a few million suns. A conventional black hole, formed in a super-nova has a mass and the gravity of 10 to a few hundred solar masses, roughly. A micro black hole such as might be created in this experiment will have the mass and therefore the gravity of a single proton or electron. When was the last time you felt the gravitational effects of a single proton? This is just another pointless scare story drummed up by ignorant tabloid journalists, and bought, hook line and sinker, by too many tabloid readers. Like a snowball rolling down hill it quickly gathers mass an the poor schmucks in its path are flatened or stretched into spaghetti as the case may be. In this case however I think its just highly improbable The truth is we have no idea untill they do these experiments, they believe the black holes created will be very short lived. It's worth noting, however, that the total collision energy in the LHC is 1.4x10^14 eV, while cosmic rays of energies of over 10^20 eV ( ie a million times more energetic ) have been observed colliding with the upper atmosphere. The statistics ^Inky say put an excellent perspective on it, they may even gain a better understanding of how Aurora function, or the sprites and jets of the upper atmosphere observed during lightning storms. I think the black hole hype probably detracts from multitudinous, innocuous unknowns. The effect of their experiments outwith our three dimensions is the juicy bit. Makes for great sci-fi horror B movie plot:"The creatures from the fifth dimension, alerted to our presence here on earth by particle smashing in a subterranean bunker sending echoes through space-time.
