For a start you are implying that their policies were radically different from those of the allies. In fact it was also allied policy undertaken by the US, as proven during Dönitz's trial. It is also pertinent to note that Dönitz had changed the policy to one of not rescuing survivors following the Laconia incident, where the Red Cross sanctioned (Axis) rescue vessels were deliberately bombed by the US.
